1. Have the water elemental scale more with gear.  In PvE of world of warcraft, specced and glyphed, the water elemental is out for 50% of the time, more with cold snap, and nobody in their right mind glyphs for it, and is more of a utility with the ranged nova.

2.Frost PvE is probably doing about 10% more DPS on the PTR. That's very good progress for one patch, but there's of course room for a bit more. The main danger, in my opinion, is that frost PvE mages feel that brain freeze isn't worth taking or using.

3. Never attempting to rework shatter combos for use in PvE, what if brain freeze granted a free Frostfire bolt instead of a fireball.  It would scale with our talents, even though not double dipping into the fire tree. 

4. Move Incanter's Absorption in the arcane tree up to where it's feasible for a frost mage to pick it up.  With ice barrier up, a 15% increase in damage would be another much needed boost, while not buffing fire or arcane specs since mana shield is too mana intensive.  With all the raid damage in Ulduar, it would bridge the gap between the specs as well.
